Direction

1. New file, any size (mine used 250x250 px), black background.

2. Click Polygon Tool (), draw about 5-6 polygons with white foreground on your document.

3. Go to Filter > Blur > Radial Blur, use these settings.

4. Press Ctrl+F twice to repeat this.

5. Go to Filter > Sketch > Chrome, use these settings.

Now, you got this.

6. Repeat step 3.

7. Repeat step 5.

8. Duplicate layer. Set its mode to Hard light.

9. Now go to Edit > Transform > 90 CCW.

10. Press Ctrl+U.

11. Check Colorize. And scale to any color you like. Mine used this setting.

12. Done. :-)
