Direction

1. File > New > any size (mine used 100x100 pixels) with white background.

2. Press D.

3. Go to Filter > Render > Clouds.

4. Go to Filter > Pixelate > Mezzotint > set Type to Long Lines.

5. Go to Filter > Blur > Motion Blur > set Angle: 0 and Distance: 150 pixels.

6. Colorize by pressing Ctrl + U > check Colorize > use my settings or your own.

7. Done.
