Direction

1. File > New > any size (mine used 100x100 pixels) with white background.

2. Select Paint Bucket Tool > fill with any color you like (mine used 1A519D).

3. Go to Filter > Noise > Add Noise, use default settings.

4. Now go to Filter > Stylize > Emboss > set Angle: 135, Height: 95 and Amount: 100%.

5. You are done.
