Direction

1. File > New > any size (mine used 200x200 pixels) with white background.

2. Press D.

3. Go to Filter > Render > Clouds.

4. Go to Filter > Pixelate > Mosaic, set Cell Size 15 square.

5. Filter > Stylize > Emboss, use these settings.

6. Now go to Filter > Brush Strokes > Accented Edges, use default settings.

7. Filter > Stylize > Find Edges.

8. Let's colorize our circuits for now by pressing Ctrl + U. You can play around with color or use my settings. Do not forget to check Colorize.

9. Hurray! You are done. :-)
